I have the honour to forward for
Your Lordship's consideration the documents specified in
the the annexed schedule and to state that there is at present
time in this Colony no special legislation controlling
the operations of Companies using electric currents of
such strength as to be dangerous. I accordingly obtained
from the Board of Trade copies of the Regulations made by
them under the Electric Lighting Acts 1882 and 1888 and
of Regulations and Memoranda relating to Tramways or Light
Railways. The Director of Public Works then wrote to the
three Electrical Companies of Hongkong (of which one is a
Tramway Company and the other two are Lighting Companies)
with reference to the observance of the Board of Trade
Regulations and they replied dealing very fully and fairly
with the question.
